The Halton-Hamilton Source Protection Committee

Mission Statement

To collaboratively develop and maintain a local watershed-based plan for the sustainable protection of municipal drinking water sources in the Halton-Hamilton Source Protection Region that is science-based and prevents, reduces or eliminates risks to Lake Ontario and groundwater sources of municipal drinking water.

In the Halton-Hamilton source water protection region, 95% of the people rely on municipal drinking water supplies.

The Halton-Hamilton Source Protection Committee is tasked by the Clean Water Act, 2006 to produce and maintain three documents for each source protection area:

  1. Terms of Reference
  2. Assessment Report
  3. Source Protection Plan

Based on regulatory changes, the Committee for the Halton-Hamilton Region was reduced in 2015 to nine stakeholders and a chair who live or conduct business within the source protection areas. The chair was appointed by the Minister of the Environment and Climate Change and the members appointed by the Halton Region and the Hamilton Region Source Protection Authorities.

The membership consists of one-third municipal, one-third economic, and one-third general public representation. The Halton-Hamilton Source Protection Committee includes representatives from the following sectors. By clicking on the member’s name a short biography will appear.

The following persons also participate in discussions at meetings of the Halton-Hamilton Source Protection Committee, as non-voting Liaisons:

  1. Designated representative of the Ministry of the Environment, Conservation and Parks: Elizabeth Forrest (Liaison Officer, Source Protection Programs Branch)
  2. Designated representative of the Halton Region Source Protection Authority: Dr. Barbara Veale (Director, Planning and Watershed Management, Conservation Halton)
  3. Designated representative of the Hamilton Region Source Protection Authority: Scott Peck (Deputy CAO/Director, Watershed Planning & Engineering, Hamilton Conservation Authority)
  4. Representative of the medical officers of health for the health units in any part of the source protection region: Richard MacDonald (Manager, Food and Water Safety, City of Hamilton Public Health Services).
